The Consumer Council for Water (CCWater) represents the interests of consumers in the water industry in England and Wales and came into operation on 1 October 2005. We operate through four committees in England and a committee for Wales.
We aim to provide a strong national voice for the consumers we represent. We want consumers to get (and be able to recognise that they are getting) high standards and good value for money in water and sewerage services, comparing well with the best of other service sectors.
Our Forward Work Programme focuses on the issues that matter to consumers of water and sewerage services. From previous research we have identified consumers’ priorities and developed five key themes:
- Speaking up for and informing consumers
- Fair and affordable charges that are value for money.
- Services that are ‘Right First Time’: with problems sorted out quickly without hassle.
- Resilient, sustainable, safe, reliable water supply that is good quality.
- A sustainable, resilient sewerage system that works.
Our research also shows that consumers expect CCWater to be accountable to them and show where our activities have added value, recognise that consumers have no choice about who supplies their water and sewerage services, and make ourselves known to consumers.
As part of our work to speak up for and inform consumers CCWater engages with the media at a national and regional level to enable our messages to reach as many consumers as possible. In 2015-16 our media activity resulted in consumers having the opportunity to see our messages in press, broadcast and online media with a total reach of more than 160 million.
In 2016-17 we intend to extend media interview training to our team of 22 Local Consumer Advocates in England and Wales, with the expectation that they will engage with media to ensure that our messages reach more consumers at a local level.
The Consumer Council for Water has a Procurement Policy in place; this compliments the Consumer Council for Water’s overarching strategic aims.
The Consumer Council for Water approach to procurement ensures that we procures goods, services and works that represent value for money. It is important that procurement help deliver our strategic aims. The Consumer Council for Water aims to achieve savings and reduce costs, ensure probity and compliance and improve efficiency, effectiveness and transparency.

The Consumer Council for Water is a sub central government body and to ensure value for money will utilise Crown Commercial Services framework agreements whenever possible. They offer a range of products and services which have been procured in line with EU best practice methodologies and are fully OJEU compliant. CCWater publishes a notice requesting suppliers to express an interest. All suppliers are then invited to tender and, if the requirement meets the threshold under The Public Contract Regulations 2015, the notice will also be published in the Official Journal of the European Union (OJEU), as well as being published on Contracts Finder. The advertisement shall contain details of the proposed contract and specify a time limit within which interested parties may express an interest in tendering for the contract. After the expiry of the deadline date for expressions of interest, CCWater will send any party expressing an interest an invitation to tender, which shall specify the return date for tenders.
CCWater publishes a notice requesting suppliers to express an interest, all are invited to PQQ stage, if required it will also be published in OJEU, as well as Contracts Finder. Expressions of interest are received and pre qualification questionnaires are made available for suppliers to complete. Suppliers will be selected on the basis of published pre-qualification criteria, only those suppliers selected by CCWater are invited to tender.
Sustainability and the Environment
CCWater aims to promote green and sustainable options within specifications where appropriate.
CCWater intends to embrace the actions of colleagues, stakeholders and suppliers which will help contribute towards the reduction and consumption of non renewable resources, promote recycling and embed environmental consideration.
CCWater will ensure, where possible, it will embed social value consideration into procurement activity. This will help generate benefits to society and the economy.
Value for Money
In achieving value for money, environmental quality, whole life costing, regeneration and environmental impact are all considered.
CCWater is committed to maintaining the highest levels of probity in all of its financial activities, including the conduct of Procurement. The Public Contract Regulations 2015 are very process driven with each stage designed to ensure the fair and equal treatment of bidders. At all times CCWater is also striving to achieve value for money for its customers and to improve service delivery.
