This research looks at the impact of Southern Water’s Universal Metering Programme on households, and the effectiveness of the information sent to customers to help their household make the transition from paying a bill of a fixed amount each year to having a water meter and paying a variable bill depending on the amount of water they use.  The research included customers and households at all stages of the metering process, starting from before the meter had been fitted through to households which had received their second metered bill.
