Exploring the potential of the tax and benefits system to help with water affordability – June 2009

The Consumer Council for Water engaged the University of York to investigate options to address the problem of water affordability using the tax and benefits system.  This report outlines their findings and conclusions.  We hope the report will stimulate discussion on the options for tackling affordability and we welcome comments or observations on the issues which are considered.
