CCW in Wales represents consumers of Dwr Cymru/Welsh Water and Hafren Dyfrdwy.

Our work in Wales is led by Senior Policy Manager, Lia Moutselou.
Lia is an experienced policy expert, environmental practitioner and consumer advocate representing water consumers through CCW over the past decade. As the lead of CCW’s liaison with Welsh Government she has a solid understanding of Welsh devolved administration and processes, whilst also understanding the UK wide legislative and policy context on the areas she works on. Lia works closely with water companies and stakeholders in Wales on a daily basis, has in the past been a CCW resilience lead and has represented consumers during three price setting cycles through the CCG process, both as a member of the groups and as an expert contributor.
Lia’s environmental law and policy background in academia and applied policy gives her a unique perspective as senior manager at CCW. She has over 16 years of experience in policy, environment and natural resources ranging from lecturing, helping develop marine and coastal policy and legislation, and influencing waste management, water and consumer related policies. Her current work at CCW focusses on affordability, water efficiency and water industry performance review.
Local Consumer Advocates
Lia and her team work with Local Consumer Advocates (LCAs). They are a customer of at least one of the water companies in Wales and their work is focused on the services provided by water companies in this area. Find out more about the LCAs and who they are in Wales.
